CURRENT WORK
LOCATION: Pacific Arts Plaza on Park Center Drive
What: Manhole access improvements, including adding a new gate and driveway entrance.
When: Starting June 4 and lasting approximately 2 weeks*
Hours: Monday – Friday, 7 a.m. – 5 p.m.
Impacts: No full road closures are expected. Impacts outside the work area should be minimal, other than increased noise and activity due to the construction.
UPCOMING WORK
In certain areas, above ground piping and bypass pumps are being installed to temporarily reroute sewer flows, allowing rehabilitation work to occur without interrupting sewer service to the community. Upcoming work includes pipeline cleaning, pre-inspection, rehabilitation, and post-inspection.
Rehabilitation work will be done using the cured-in-place-pipe (CIPP) method. More information about CIPP is listed at the end.
Hours: Monday – Friday, 7 a.m. – 4 p.m., unless stated otherwise.
CIPP activity will require continuous uninterrupted work which is expected to extend outside normal working hours.
Impacts:
- Increase in activity and noise levels from construction vehicles and equipment.
- Generator noise from bypass pumps. Noise barrier will enclose the bypass pump area to reduce the transmission of noise.
- Some odors may be noticeable in the immediate area but are temporary.
STREETS NEAR WORK AREA: Bear Street, Olympic Avenue, Tanana Place
There will be two separate CIPP segments. The first is near Olympic Avenue and Bear Street. The second is near Bear Street and Tanana Place.
When: June 9 – 13, 2025*
STREETS NEAR WORK AREA: South Coast Drive, San Leandro Lane, Concord Street
The sewer pipeline crossing under the 405 freeway will be rehabilitated. Vactor trucks will be used to vacuum wastewater out of the pipeline from a nearby manhole to keep flows out of the section of pipe that will be rehabilitated.
When: One night only between June 16-20, 2025. Exact date will be provided when schedule is confirmed.
Hours: 9 p.m. – 6 a.m.
STREETS NEAR WORK AREA: Concord Street, Tanana Place, Yukon Avenue, Fairview Road, Charleston Street
When: Anticipated to occur during the week of June 23. Dates will be provided when schedule is confirmed.
*All dates and times are subject to change due to operational factors or inclement weather.
We appreciate your patience as this work is being done to enhance the aging infrastructure to extend the life of the regional sewer system another 25-30 years.
About Cured-in-Place Pipe (CIPP)
A pre-measured liner is delivered in a refrigerated truck and inserted through a manhole opening into the existing pipeline. After the liner has been inserted, it is filled with water that is heated to a certain temperature and cured for several hours. When fully cured, the liner now acts as the new pipeline. Once the CIPP operation begins, it cannot be stopped until completed, thus requiring the 24/7 continuous work. Crews will be onsite for monitoring throughout the entire process.
Project Description
This project will rehabiliate approximately 4 miles of the regional sewer pipeline that runs along the I-405 freeway in the City of Costa Mesa. Project elements include the rehabilitation of gravity sewer pipelines, manhole structure rehabilitation, and manhole access improvements. The project also includes the rehabilitation of sewer pipelines that cross under the I-405 freeway.
