Outfall Low Flow Pump Station and SCADA System and Network Upgrades

Project Description:
This project has two parts:

1. Upgrading the Ocean Outfall Booster Station (OOBS)

At Plant No. 2, OOBS is the main pumping station that sends treated water (secondary effluent) to the ocean outfall system. This project replaces parts of the pumping system and builds a new low-flow pump station to handle dry weather flows more efficiently. A new plant water pump station will also be built to support the Groundwater Replenishment System (GWRS) Final Expansion — a key program that turns highly treated wastewater into a new water supply for Orange County. 2.  Improving Plant No. 2’s Data Network

A new, secure process data network will be installed that is completely separate from office and security systems. This will strengthen cybersecurity protections, expand the plant’s monitoring and control system, and provide the network needed for new power management systems that help balance energy use.

Project Status

Construction of the above-ground portion of the new Outfall Low Flow Pump Station and Plant Water Pump Station are ongoing.
